interview audio cleanup

I conducted an interview but I there is mobile phone interference sound throughout the whole clip that I need removed. Will also need the bidder to normalize the volume, and make small adjustments to the clip to make it sound better (e.g. remove telephone static, increase 15k+ kHz range for the interviewee) I also need the clip transcribed into MS word (or notepad) The sample clip I have provided is only 30 seconds long. The full clip I need the work done on is 11mins long. I am not willing to pay more then $100 for this project
