ancient language into english translator

I am an academic linguist developing a ancient language to english translator that I want to publish both windows standalone and work on my website server. My experience in visual C++ and basic isn't really up to date, but I have designed a user interface, plus a pseudo-code database interrogation type solution that should work. Most of the grunt work, which I will do, involves editing word-lists/ dictionary databases .. and I have done lots of this already, but don't want to spend too much completing the data preparation until I am sure the final software will do the job. I have developed software in the past, but this project probably needs pointer arrays that I asm unsure about. Need help on web implentation, structural code design, and general design advice. What I am looking for is overview and occassional coding input. Flexible.
