Building LCR VoIP Billing System

We want a Based-Asterisk system as: -5 routing devisions: Premium, Gold, Standard, Dialer, Special, -I have to upload as max as possible of rates, from carriers, for each devision, and not set the rate for client, but to set a percentage of revenue from the carrier rates, like if in Premium, i choose to get 20%, it should find the best carrier for each destination and give the price to client + 20% -Special Devision is special for each client, with different destinations and offers for each client to be used upon a special deal only for him, -Auto blocking or auto price increase with a set of % for bad ASR/ACD to be choosed, -Online payment, using PayPal and Stripe: sipmle just API set and minimum/maximum per payment. On payment page, show also bank details, with the account number reference for the client -Caller/Callee prefix rewrite for specific route or client trunk -Opportunity for client to choose their default devision which can be called without prefix -Real time balance deduct for calls, so not to go to minus of the balance, -Per call duration limitation to enable or disable for specific client trunk -Client can add or remove IP -Rate notification sends automatically to clients who have rates changes or all clients if any rates were changed, as our system will be update rates depends on new routes we have -Rounding method UP -Use of 2-3 most popular codecs -Interface server to be different not same server where billing system is installed, so to be like example: platform: [login to view URL] and system: [login to view URL] -High capacity with as little as possible of hardware config -Concurrent call limit and cps, for each client -signup page, with pre choosed test credit and how many ports to be open -penality system to be activated manually for a client: when client sends a call it should show ringing status locally, before sending call to the carrier, for 3-4 seconds, then to connect some of them to local random IVRs to be uploaded, based on % amount of calls some to be connected to IVR and others to be sent normally, we have to set this % into the system, different from client to other and to be charged normal rate as in their account at that time -Informations needed for signup or manual adding client: Full Name, Company Name, Address including country, Phone number, Email (with verification), accepting conditions, their IPs -Generate invoice, for client and for admin -Reports pages: CDRs, stats, income, spendings, etc. per date, per client, per carrier, per prefix called, per callee search ***PLEASE NO ASTPP OR A2BILLING OR ANY OTHER READY MADE SOLUTION.
