Hybrid / Cross-platform Classifieds App

Hi Developers, I am seeking a hybrid / cross-platform classifieds app that will work on all mobile phones and tablets. The concept of this app is to allow business users to post classified ads and for users to browse and apply. *This app is not "social" and does not require public profiles. However, it does require user registration and log-in. Features I am seeking for this app are... - Few user types (E.g., User / Business) - Stripe Payments during registration * - Manual account activation ** - Stripe's "Stripe Connect" for posting ads - 3 "Search" Types *** - Contact OR Messaging / Apply to ad. * One or two user types will be required to pay via Stripe in order for their profile to register in the database. However, I am seeking manual activation for ALL users... ** I would like to manually activate ALL users; even the user types who have to pay in order to register. E.g., "Thanks for registering, please allow 24 hours for your account to be activated. *** I want users to be able to SEARCH or Local Classifieds by entering their ZIP Code and then selecting distance. E.g., Within 50 (or 100 or 200) Miles From 90210. Also, I would like users to be able to SEARCH "By Region", E.g., Find classifieds in New York >> New York City. Finally, I want users to be able to SEARCH by Type. E.g. Marketing Jobs (I have a list of "filters" they can search for)
