avoid network and usb stick virus windows xp

we are operating lots of internetterminals (internet kiosk, station to surf the web), and in some locations there are also other terminals like sports betting terminals and slot machines and since we are using windows xp we are infecting very oftem with smart viruses that are coming over the network.

we have a software like deep freeze (we use windows steady state) some of the other terminals are using windows too, but slot machines usually dont use steady state.

so it happens that someone infects the internet station but then the virus spreads through the network and after restart with steady state its unfortunatelly coming back to our terminals so that stay infected.

i need a solution that avoid these viruses

infecting my stations by network and by usb sticks. you just plug any usb stick for 4 seconds into the usb slot without even accessing it and its infected in both directions.

I DONT WANT A SUGGESTION LIKE USE ANTIVIR PROGRAM.

this should be solved by deactivating windows xp services or by writing a own small program. if you have to write a programm i prefer c++ and in need the source.

if you are deactivating any services it should not disable any functions needed for surfing the web or for installing programs. network communiaction for playing games like counter strike is also required.
