browser-based 3D soccer manager simulation engine

Hello Bidder, I am looking for a team of programmers experiences in developing and designing a Football/Soccer Manager Simulation Game. Content/Gameplay of the game should be close or similar to the below sites. There will be extra features for the game-play programming needed and will be disclosed to the winning bidder. I’ll have the full ownership of this project & the coder will be again hired for future improvements. The scripts should also be able to run in mobile devices such as Android, IOS and Windows mobile devices. The scripts must able to be upgrade for future improvement of the gameplay. Preferred programmers and designers who have a portfolio or experience of creating flash based games online. Not only that winning bidder will have a contract with me on the future support of the game will also discuss of future projects. Individual may also bid for the project but must be able to commit to the project. CMS must be capable of handling large user base & also MUST have a very powerful backend where admin will have full control of the system. Functionality: We are not really sure how to go about in terms of the engine what we do know is that the engine would work with our server and a client that works in the users computers and they communicate with messages basically the client interprets what the server is saying the idea is the server sent all messages in real life time so that we can have features that would change the outcome of games during the simulation like perhaps one of the users is losing and they would want to risk more and move up their offense or another sample one user playing away in their field vs a better team and they know a tie is a good result and they want to make sure the last few minutes they focus more on defense to try to secure that tie and so the server would change suddenly between actions the server would sent "events" like a player wants to shoot 5 meters or player moves towards defending position which would interpret a full collection of events making it real as possible like positions/types of movement/type of shooting etc.. all events are generated by the server it utilizes a complex algorithm AI that decides the results the parameters of a game is the players and their stats / the field conditions / playing home or away / conditions of game / number of supporting fans / little factor on luck / strategy and tactics all these elements like real life.
