Development of Field Data Capturing System using GIS MapInfo

We are a civil engineering company who currently is involved in several roads projects. We require a GIS system to detail all the components of our individual projects. The GIS/ online database system should include the following characteristics: The GIS Maps are to provide details of infrastructure type being built / drawings on the ground (we will provide the drawings the GIS symbol/icon must refer to the drawing) In field update of construction progress Office based update of financial progress of the project In field update and report on quality control items to various given sets of quality control criteria All in field data should be georeferenced by user input but also with a GPS function if the device being used has a GPS Office based inputs of basic project data. The whole system must preferably be web based with an offline mode (for when there is no internet connection available, as we often work in remote areas) The system should be able to operate across a wide range of devices, smartphone, tablet, laptop, PC The system should preferably be directly compatible with MapInfo however not rely on it for field data and reporting. Live Reporting The system must provide live reporting on quality, physical progress, and expenditure / financial. Live GIS / Colour Coded Maps should be produced indicating the % construction progress for each GIS element / section of the works.
