Insurance Information - site design

I need a design for a website which will include insurance information.
I request:
a)A photoshop mockup (to be able to comment before the final design).
b)A css based design.
This design will later be used in a CMS. The conversion will not be done by you but in order to make it possible all sections of the website must be cleanly separated in their own "divs". This means that if I only want to present the Header section I can just copy/paste the relevant div and link the css (their is no need for separate css files, one for the entire site is enough).
You will need to design:
- front page
- Article page
- "Portal" page (this is inner page which gives information on a specific type of insurance). There will be 4 o 5 insurance types. Portal means that this will include only information on a specific type of insurance. The design for each portal is the same but the images/text will be tailored to the specific product.
- Form. Each page will have a quote form in it. The form is a central part of the design and should be clearly visible.
More specific information on what each section should contain will be given to the winner together with links to inspirational resources.
I am looking for serious bids only. Please do no bid if you cannot create a clean and elegant css based design.
