Build a family tree web app

We need a progressive web app of a family tree like the one in the attached. Each leaf represents a person, and the branches represent the relationships between them. The grand grandfathers have greater leaves as you can see. leaves are color-coded according to the person to Alive(above 12 years old and below), Dead and Missing. There is also a flower for special people as you can see in tree11.
By clicking on a leaf, the screen should zoom in to the clicked person and view only his children and parents until the grand grandfather as you can see in the attached tree11, tree12, tree15 and tree16 files. A picture and a Bio about the person(if available) should be viewed below the subtree.
The tree should be built in a dynamic way. Its branches should be rearranged dynamically as you add a new person. You should be able to change a person's state and the leaf color should change accordingly. When a person becomes 12 years old, his leaf color should change automatically and an announcement should be added to the home page. There should also be an announcement when a person dies.
There should also be a page for news to be posted.
The UI should be artistic. The tree should maintain its shape as new persons are added. It's preferred a modern web framework to be used such as Vue.js and React.js. For backend also Django and [login to view URL] are preferred.
Arabic will be the language of the site.
Source code should be submitted at the end of the work after a demo.
The frontend is more important for us. If you can't build what we need please don't bid on this project.
