Kiosk VB.net programming for compatibility to CreditCard payment device

We are a IT service and developing business . We are located in Port Melbourne. We are looking for a local within 200km. Please be aware we have high level IT engineer available to assist with the below project. The code we need is basic and straight forward however we will only hire a programmer who knows VB.net well. If you do not please do not apply. A few visits to our developing lab will be required. Existing: A payment kiosk is connected to an automated device where a user selects one of four options and the kiosk processes payment then activates the required action on the device The kiosk currently accepts payment via coin, notes, member's cards and mag stripe credit cards system The Change: Adding a Secure Card Reader (SCR) for all credit card transactions. Adding a windows based micro PC inside the kiosk to run the application Adding an Arduino Uno inside to provide connectivity for additional I/O By piggybacking off the existing user switches, the Kiosk and the Application will simultaneously see the selection and the Application will convert that selection to a monetary value. A credit card will be inserted into the secure card reader where an initial authorization will be sent. The kiosk coin acceptor will be sent pulses to represent coins going in to equal the cost of the user selected service and then a transaction complete signal will be sent to the secure card reader. The transaction will be logged. The new Card Reader is an intelligent device and takes care of encryption and contact with the merchant/payment service. Rough draft code has been written where the payments process succeeds on the Merchants test database using test credit cards registered with them. Current code is written in VB.net and compiled in Visual Studio 2015 The provider of both the new Card Reader and the payment system are the same. Full documentation, sample code and a software emulator is available. The required programming is to refine the current basic code to make sure the process is successful in the event of a variance to the standard basic operation. Existing Code: has been created during early development and does not include all functionality (thus the need for a coder). It is not written to a commercial standard, though it is documented with thought to a professional coder taking over.
