windows socks server - ip, proxies, windows dev app

I need 2 simple windows (desktop tools). We have a Mac desktop connected to residential internet. Installed on Mac is VM software with 5x separate windows 7 virtual machines installed. We have connected to this Mac desktop 5 separate 4G USB internet dongles. Each VM is assigned a separate 4g USB dongle and each VM there for uses these 4G dongles for Internet. If we restart a windows VM, the dongle is assigned again to this same VM and I think we get a new IP address. If not, we must restart the dongle somehow. ********************************* The tool must do this - Install a windows desktop app on each windows VM machine that creates / starts a SOCKS server and forwards an available port so we can use this 4g internet connection on another computer - or any better ideas? This allows me on any other of my computer(s) to install another windows desktop app or chrome extension, that allows me to - 1. interface to select and use any of the 5 ips from the 5 VM machines on my remote computer(s), including multiple at the same time. so for example if I select multiple and open 5 tabs, each tab gets an ip from each of the 5 VM ips 2. interface to select and restart any of the 5 VMs (which should then get a new ip) 3. we can have multiple computers using the same ips from the VMs
