Website Uploader / Downloader Application via API

We are seeking a programmer to develop a script / application that will allow us to upload and download files from an industry website via an API. We undertake numerous individual residential energy ratings in an industry software. A building will have multiple energy model files. Each energy model file is required to be uploaded to a website where a certificate is automatically generated. We then download and save and compile these certificates. There is an API available that allows access to the website for the above actions to be undertaken. We require a programmer to develop a script / application to interact with the API to easily allow multiple uploads of modelling files and subsequent downloads of certificates to our local system. The script / application should be written in Python. On completion to the satisfaction of management there is the possibility of future contracts to add additional features / automate interactions with other industry websites and internal processes.
