Oneway Back Links for 2 URLS

I have 2 URLs that I need promoted. I need two keywords promoted for each, each with 10 ONE-WAY for links from PR2 and Mozrank2 or above sites. Selected websites MUST be English-speaking websites. It does not matter the niche but we prefer business, technology and government related sites. Only white hat, ethical link-building tactics will be considered. Links must NOT come from duplicate C-Class IP Addresses and must be from related sites. STRICT conditions must be adhered to! You will be required to record each link pointing to us with different IP addresses. You must submit a list of all links including URL where I can find the link and PR of the linking page. All links will be verified before escrow payment is sent to you so ensure the requirements highlighted were met. The free version will show Mozrank. We use this as general guideline in finding links: Partner site must be PR2 and Mozrank2 and higher I've found that these guideline is helpful in knowing whether to approach a website.
