Landscape Site Plan with Layers

I want to economically prepare detailed site plans for small areas of land for intensive cropping by people with low incomes. I need site maps to scale with layer 0 as a satellite or aerial photo from a public source. Subsequent layers are contours, sunrise and sunset by season, shading at a selected point, predominant winds by season, and similar. I want them in a file format that can be viewed using free versions of 3D viewers, and hopefully printed. I can supply accurate elevation data in .asc format, matched to coordinates. I can also supply elevation and azimuth data for shade from a selected observation point. Most other data is available publically for free, but I can provide this too if needed. If the shade layer is too problematic/costly, I will leave that out of this project. If this project works, I have a marketing opportunity for such plans on a set fee per plan basis, but it needs to be relatively cheap due to the low income of the clients.
