I already have some code I made earlier on Python that pulls the data every few seconds (some trade info through REST API) and sends notifications through windows and to the phone (using this app called "pushed"). I should be able to change it up and use it for what you're asking. I also have a WebSocket based API connection code here which is what we have to use to get the notifications pretty much instantly since the thing is rate limited.

I have the C# and Python skills to easily complete this project. I also have extensive experience with cryptocurrency exchange APIs. I would solve this by setting up the code you have to use a proxy server to double your rate-limit (and then quadruple, etc)
