help develop/design a new micro USB cable - revised

We currently sell micro-USB cables that light up when plugged in to a USB port, but then turn off once plugged into the phone to charge. See those cables here:

However, we have had problems with this cable and we are looking for a qualified engineer to help design an upgraded version to address these issues. The primary issues are:
1. Quality and durability
2. With some phones, the current cable will start to flicker once the phone is fully charged. We are told by the manufacturer that this is due to a difference in charging modes once a phone is fully charged. My understanding is that essentially, the sensor that turns off the LED is right on the cusp of where the current fluctuates around once the device is fully charged, resulting in the LED coming on and off. Therefore, we need to address this by either coming up with a different solution for controlling the LED, or a different sensor.
We are looking for someone who can help us make this happen. We would like someone who can design a cable then aid us passing along the manufacturing instructions or to our manufacturer in China (or working with the manufacturer to design the cable in a manner that they can feasibly make it).
We would prefer someone who is experienced with micro USB charging and data-sync, with smartphone and tablet charging modes, and can also aid in setting up quality controls so that we can be sure the final product is satisfactory.
The cables are produced in China, and the current factory could not figure out how to do what we want, so we will need detailed instructions as to how to make this happen.
