Given that you want something easy to use, having both the portal as an admin dashboard, I thinking on the below proposal: To have an angularJS app (front-end part) which would bring flexibility, high performance and easy development, with bootstrap (custom) for responsive and attractive UX. The front-end part would be served by a java REST api, which will be responsible for interaction with database (can be one of your choice - I recommend postgreSQL), creating the reports and so on.
