Talented web developer needed (html, css, php, mysql, javascript, jquery)

Hello, I am looking for a talented web developer to develop a new audio language learning website.  The website will incorporate the EXACT same functionality as the following website: [login to view URL] Below is a link to an example article: [login to view URL] Features of the website:  - Translator audio app with quiz (see example article) - User subscription - Payment system integration - Admin panel to add articles with audio - Social sharing - Other pages - About us, contact us etc.  - Visually attractive You need to be able to emulate this in terms of word for word translations with audio reading [login to view URL] language will be Spanish, not Arabic (knowledge of language not required).  Please apply with a brief strategy of how you would go about building this type of website and how it would be built (open source CMS or custom job?) I am certainly open to any recommendations you may make and would be happy to answer any questions.  I am looking for a trustworthy, reliable individual who I could have a long-term working relationship with for further projects in the future.
