Quick function to determine future delivery date, skipping weekends and holidays

I\'m looking for someone who has an already written class or function to do the following in PHP v5.5+... Alternatively, if you\'ve seen one online somewhere, you would be able to make sure it accomplishes everything I need as defined below.
Given a \"ship date\" and number of \"shipping days\", the function will determine the expected delivery date. It must be able to take USA shipping Holidays and weekends into consideration, so the expected delivery date is as accurate as possible.
- USA support only (for Holidays)
- Ideally all Holidays are automatically determined using a webservice or API rather than manual entry. (extra money if you can do this).
- Needs to know major shipping holidays or ability to enter wildcard dates or specific dates.
- USPS ships on saturdays, but UPS and FedEx do not. Your final script will not need to worry about Saturdays for USPS. Saturday and Sunday should be considered Non-Shipping days for this project.
