Pass option value to iframe using jQuery

I have an form with a dependent parent and child select box, if there is no correct child value, I would like to insert a new child value using form, opened in an iframe in a modal popup.
What I want:
Get selected option id of the parent select box without form submit using jQuery, and pass this to a iframe url using Get method.
e.g. “[login to view URL] =…”
The Iframe will open by a button click.
