I would like to download an encrypted file from a web server that holds 2 values a name and a date that the application will download once a day decrypt and if the date matches the local date the software will shutdown. Also need a small application to create the encrypted license file that will be placed on the server. Needs to be written in vb.net.

Hello, sir. I understand that you need two applications. One will be private usage only for you, which will encrypt files. Second is the public one that your users will use, which downloads specific file which holds 2 values. If values are not valid, the program will not fully launch and close itself. I can do this in VB.NET or in C#. I have more than 10 years of experience in .NET technologies and I've worked on cryptographic projects.
