I am looking for a software with a database backend that will be used to store, organized, index, etc information. The main focus will be for law enforcement intelligence applications and business intelligence applications. I would prefer the software to be based as much as possible on open source, support encryption at the DB level as well as a per user level, DB and front end installed locally with a web based easy to use UI, multiple user accounts w/ account management, pre-made forms for submitting information either internally to the DB or externally to an email address or both, support for attachments with built in viewers for images/PDF/documents, an RSS aggregator to review RSS feeds with the ability to convert an article in to an intelligence report to be stored, support for PGP/GPG encryption with the ability to create encrypted messages to be copy/pasted out to email client and ability to decrypt received messages, ability to tag information items by category and link information items together as related with differing degrees or connectedness.
