Hello, There are 2 options: 1) I can upload that PDF and provide a download URL (and place it anywhere on site if you like). 2) I can develop a content type so you can upload files/documents easily. I also can develop a Document/Download section which user could list/search and download files/documents. We can discuss above options, other possibilities and any details.
