Develop Support Chat App (similar to www.olark.com)

I need a support chat app developed. The chat will be integrated into client websites and will sit at the bottom of the screen. Visitors to the website will be able to open the chat window and chat with someone from the business. As mentioned in the title, the basically functionality will be similar to Olark. The main requirement is that the app needs to follow HIPPA compliance. If you are not familiar with HIPPA please do not apply. The app will need to have an administrative dashboard. In the administration dashboard, there needs to be a section to add a phone number, email address, and hours of availability to the chat box popup that the website visitors see. The administration dashboard needs to show all current live chats but not save any chat messages to the database. For example, if five website visitors open up the live chat box, the admin dashboard needs to show those five chat sessions. If the admin closes out the chat session from the dashboard, or if the user closes out the chat session, the chat text will not be saved anywhere. The dashboard also needs an option to turn the live chat on or off. If the live chat is turned off, the chat button on the client's website will still be available but instead of a chat window it will show a basic contact form. The chat app should be able to be set up on multiple different servers for multiple different websites. This will not be a typical SAAS app. Each company will have their own chat admin dashboard hosted on their own domain or subdomain on their own server. There will also need to be a user account functionality, meaning the actual business will be able to create multiple different user accounts that can log into their dashboard. The chat app should be able to be integrated into the clients website through a piece of javascript code. As far as development goes, I would prefer the app be written in PHP or Meteor. You will not be required to do any design work, I will provide you with designs.
