Build a review website that connects users to temporary professionals

Currently, I am trying to create a review site that enables clients and businesses to evaluate performance levels of temporary professionals and service firms. The concept is like Yelp, but it's really targeted towards clients who want to hire the best auditors, IT professionals, etc. In addition, I want to provide services that enable users (most likely professional clients) to quickly hire a temporary professional. In this service called MyRules, clients will place a bid and list their criteria for what kind of professional they want. When the client submits their rules, I want there to be a system that automatically notifies all the temporary professionals with this criteria. The professionals that will agree to the project will also submit their own hourly charges. Essentially, all the professionals are notified and start competing for that project. The user will get to filter the results, but the results will constantly be refreshing as professionals compete for the lowest price. The user will be able to connect with their choice and also see their pros' profiles and their employers' profiles. The website will be making money through advertisements from local businesses. I also want to add a service where I show exclusive deals in 10 different difficulty levels for top rated professionals. So far, I have sketched a general outline of my website, and I am more than willing to share with you guys the designs.
