Our windows server is running very slowly for Wordpress sites

Serving a text file is fine and quick anything to do with Wordpress pages is slow.

Current PHP and Windows config is here [login to view URL]

I'm looking to shave at least 2 seconds off the response time which is averaging 2.3 seconds down to 300 milliseconds or less.
