Develop a Java script Popup or a Landing Page Popup to Freeze Safari Browser for I-phone and I-pad

Hi, I want someone to develop a Java script Popup or a landing page pop up for me to Freeze the safari browser for Iphone and Ipad. When someone my website or landing page or clicks on my banner ad or any ad I will give on any ad network(porn or pop network), then the popup should Automatically Come up and Freeze the safari browser only a number will be displayed to contact. The only option should remain to fix it is by clearing history and website data from safari in settings. Motive: Is to generate inbound calls. Targeting: 1) IOS (should include 10.3). 2) Only Safari Browser 3) For devices like Iphone and Ipad only Important Note: Create the popup in such a way so that whenever I want I can Remove or Add it to my website as per my convenience.
