Determine pHash value of images

I am looking for a guy who can program the following script: I have a DB table, in which there are links to pictures in a column "link". I need the following script: The script checks which data row has no pHash value yet. "Mexican hat" shall be used for the calculation of the pHash values. For all images that don't have a pHash value yet, the Mexican hat pHash value shall be determined. The pHash value shall be saved in the column of the database. For the project, proxies shall be used. I will provide a list of proxies that can be used and the taken proxy shall be chosen and changed randomly - each data row another proxy please.
