Create wrapper (phonegap) for use with ios, android and win mobile.

What i want is a solution (a phonegap project) that will check if there are updates available (.zip) and download and extract this. I have attached how the zip is configured. I would probably need a small server script or some other solution for hosting these files also. So this needs a server side (where i can place the .zip) and the app that will detect if there is an update available and if so update it by downloading the zip and extracting it over the current content. I should be able to upload this for android, ios, and windows mobile. Please note that i DO NOT use Phonegap build. Please inform me of the costs for this.
