Create a Wordpress Photo Contest Plugin That Allows User To Pay For Votes

We are a small non-profit that has an annual calendar photo contest. We need a Wordpress Plugin that can do the following: 1. Allow the admin to add/delete photos with captions to be voted for. 2. Allow users to input how many votes they want to cast per photo. 3. Once the user says how many votes, they are taken to a PayPal integration that allows them to pay a set dollar amount for each vote. (eg. $1 a vote) 4. After paying, the votes for that photo are updated to show the new total of votes per photo. 5. If possible, the user can cast multiple votes for multiple photos at 1 time and pay all at once via PayPal. 6. Plugin needs to be responsive for mobile.
