Create a Simple Wordpress Template

I have a website designed and need the wordpress theme designed. The biggest issue is getting the layout correct for the header and content - I can create the content pages and the art font links myself. I need to be able to insert images where the navigation links are though.
I will not be paying upfront - been burned here too many times. Please develop the theme on your own dev site and, once approved, I'll place it on my own servers - you will send the zip file of the template to finish project.
Should take an hour or two max. See files for what I need done.
