Create Mobile Proxy On Android Phone.

Looking for someone who has the knowledge creating a mobile proxy on a android cell phone. I want to be able to turn my
phone into a proxy so I can use that IP:Port from a remote machine.
I should be able to connect to a static IP:PORT which then connects to the mobile proxy so even though the IP is
changed I can still access the proxy. I think you might have to use something like "NOIP" service for that.
I will also need to be able to change the IP anytime, So I need the phone to be put into airplane mode and then turn
off airplane mode remotely via som command that i can send from another computer and it will give a new IP.
