Build a Web-Based Image Library

We need a web-based system development for image library with category and subcategory function as well as download image high resolution function. Each user must be login first before they can access the image library. If user have no account to access the image library, they can fill out the online sign up request form to request the access. Once the request access form submitted, admin will receives the email from the system and admin has authorization to approve or decline the request. If the request from user approved by Admin, user will get email notification from system with the auto-generated password to access the image library. If admin not approve the request, user will receive email rejection from the system. Admin also has access to terminate the user account. If the user account terminated, then user no longer has access the image library. Admin has eligibility to create, edit and delete the album category, sub category. Admin has eligibility to upload and delete high resolution images (format image must be JPG) with image caption in each image. Each album will have thumbnail or image cover. Each images can be downloaded in high resolution version. Admin can see each image downloaded time count. User can download each image in the image library. User can download images by ticking some images they want to download, once the images ticked, system will download those selected images in a ZIP file. If user has no activity within 30 minutes, the session and system will automatically logged out. We need this system in web-based where the design will follow our existing website design. This system will stored in our hosting server.
