Basic marketplace to send and receive payments

This project is mainly about ensuring the payment function works, do not worry about making it pretty - I can do that in house it just comes down to the code around payments and ensuring its secure. The site will split into two, a partner area and a payment area. See the site as a marketplace if that helps. Partner Registration, with bank details (to be able DEPOSIT funds to). Each partner will get their own unique 6 digit partner code that they can share with their customers. As long as the code is documented im sure I will be able to add in additional fields in future. I would like a partner to be able to login, update their info and see their current "balance", and be able to press "withdraw" to initiate funds withdrawral to their own bank account. Payment area I would like a visitor to the site to be able to type in an partner unique 6 digit code, asked how much they want to pay them, type in their debit/credit card details to pay. Ideally I want to be able to set/amend a processing fee that will go to us (how we make money). The funds will then be added to that partners balance, I would also like the ability to setup re-occuring payments for example every 2 weeks or monthly instead of just singular payments. For the stripe experts out there, from a cost point of view im assuming there will be a stripe fee on collecting payment AND when the transfer is initiated? If there is anything smart we can do on this please let me know. Thats it! Looking to understand the best way forward and costs involved, as I have already mentioned. This can be the most basic, horrible looking pages as long as the code works securelty I can put a bootstrap pretty wrapper around it etc, but if you let me know costs of doing it - then it may be worth you doing it all.
