Services Needed: I’m looking for capable, intelligent software engineer(s) to: 1. Assess the feasibility of the project (see the “Overview?? and “Project Description?? sections below) 2. Determine the time and cost estimates needed in developing a software solution that would achieve the intended results 3. Develop a proprietary, maintainable and on-going software solution that would achieve the intended results Overview: Direct mail is one of the main sources of advertising in North Carolina criminal defense. The North Carolina AOC is the Administrative Office of the Courts, and it is the State’s computer system dealing with criminal charges from Seatbelt Violations to Violent Felonies. For each person charged, it has information on who the accused are, where they live, their date of birth, race, etc., and what they’ve been accused of. As criminal tickets, arrestees, etc. come into the system, each matter is allocated what are effectively called CR or IF numbers (because that’s the form they’re in). These numbers allocated to each are in sequence, so for each day, a certain “range?? of numbers have been designated. For example, if 100 people were charged with criminal offenses today, the range of case numbers may be 05CR25000 through 05CR25099. Project Description: My plan is to have a software program developed whereby I’ll be able to: 1. Put the ranges of charges into a program daily, which is linked to my AOC membership 2. Parse out the relevant data for each person’s process (name, address, charge, etc.) 3. Omit lesser charges for each defendant when necessary (when a person is charged with, for example, DWI and speed, to only recognize the DWI to avoid sending unnecessary letters) 4. Download and merge that data into a spreadsheet or database application (i.e. Microsoft Excel or Access) 5. Create solicitation letters and envelopes addressed to each of the potential clients referenced in this spreadsheet/database application
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables):
a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
