Several osCommerce changes & mods

I have an already modified, but not live osCommerce based website that needs further changes and refinements. I will try to be very specific about what I require and what I expect.
1. I need the default location of item price changed from top right, to under the description. (On the product page)
2. I need the price displayed included VAT and excluding VAT. The UK is the only country I shall be working in, so tax will be at 17.5% without deviation.
3. Although I will record the stock level of an item, I want the customer to see simply stock as yes or no, but for the admin to see (and be able to change) stock level.
4. I'm not sure of the reality of changing this, but I would like to see the banner manager adapted so I can delete, insert and rotate adverts on the site. These will be small images in the left or right column which can be random. Basically you will build a placeholder template affair where we can choose which advert to place where (specified points) on the site.
5. New items on the front page have a shortened description with them. I would like this 'modified' so that the product listing has a small version of this as well, rather than just the image, model, product, price field.
6. Change the 'Shopping Cart' box title to 'Basket' and make the title a link to [url removed, login to view] or wherever in needs to point.
I am not looking for the cheapest or most expensive bid. Time is not really that important, within reason, but I do expect regular updates as to the progress.
You may use as many community made mods (addons) as you wish, as long as they all work together.
You will be given full access to the site as it is not yet live, for testing purposes, and for uploading the bits of the work as we go along for me to appraise.
I'm trying to be very specific here, but I'm nice to work with and patient!
I have set a budget of upto $250. This can be extended if need be, this is not final. Quality is most important to me!
