PSD Template to Joomla Site

I am looking for a skilled developer to convert a template to a functional Joomla website. There is the possibility this could be done in another CMS such as wordpress. The site is fairly simple with 6 main sections, 2 of these sections of subpages. For details on the project please see the outline below as well as the attached psd file.

What's New - Blog page, easy to update with pictures

Books - (has submenu listing all books) Ability to add more books to this menu in the future. If a submenu item is clicked the content is loaded for that item. If the main "books" item is selected, the content frame lists the books in the same order as they appear in the submenu.

Essays and Magazine Articles - (has submenu listing all categories) Ability to add articles to any category. This submenu works like the books menu, if a submenu item is selected then that content is loaded, if the overall category is selected then the content frame loads a list of all the categories. The articles have the option to include a link (URL) or pdf download (option to upload this in the backend)

Short Stories - A list of the short stories that can be added to with the option to include a link or a pdf download.

Contact - Simple page with 2 lines loaded in the content frame.

Bio - Simple page with a short bio and picture, this can be updated easily.

The only other noteworthy consideration is the scroll bar for the content frame -- this should be a custom design using a technology that still allows access to the site in iOS and android devices.
