Developer will create a document management system that users will use to upload and manage various document types (primarily scanned PDFs) and use a database system to categorize and track thousands of documents. There will be multiple fields to create and populate with choices based on the choices made in previous fields. Should be created with future expansion in mind.
## Deliverables
The database will handle PDF files that have been previously scanned. The user will log onto a website using a user name and password. The user will then have the ability to upload a new file or browse/search for an existing file.
New File Uploads: The user should be presented with a page to select the file to upload from their home computer, then will be presented with various fields to enter categorization data, etc. Some of the fields will be mandatory while some will be optional. As a user makes a choice in one of the first fields, that should change some/all of the following fields so that those fields make sense to that record. (For example, state... some states have counties while some have parishes. If a user picks Texas, which has counties, the next field should populate with a drop-down box for all the Texas counties so that the user can select from that list. Other fields will follow the same type of method.)
Searching: The user should also be able to search for all records based on a search string entered in one or more than one field. All matching records should be displayed in a list, then the user can "drill down" to see more information about that particular record if they wish.
Browsing: The user should also be able to browse by category. For instance, by first choosing state, then choosing county, etc., in a "drill down" manner.

My preference would be a Joomla or Drupal CMS with customized content types as discussed above. I can also agree to a PHP+MySQL solution if needed, as long as I can keep all the source code and edit it later as needed.
