Soccer Football Data Software for calculating probabilities

I need someone to write a user-friendly, idiot-proof software app which will crunch data and apply mathematical formulas to predict a reasonable result in a soccer match, in a specific way. I will try to sum up what it should do:
1. It should pull in data from somewhere where it can obtain all the upcoming fixtures for a couple of major european leagues.
2. It should then be able to pull in historical data of only a few seasons for those 2 teams, specifically the goals scored & conceded in both home and away fixtures.
3. It should then use this data and perform a few mathemtical equations which will determine what the average amount of goals is probable in the upcoming fixture in question.
4. It will then produce a result sheet which will identify the top 5 or 10 fixtures at either end of that scale. ie. Highest averages and lowest averages.
Thats about it, if you have any suggestions as to how about you would go about doing that that would be a great help to deciding who to hire.
