I wanted to create a Drupal-based site for my neighborhood.? However, due to conflicting requirements for features, permissions and groups, this task is now beyond my level of knowledge.
Therefore, in order to make sure that my requirements are clear and concise, I am looking for a consultation with a Drupal expert.? This would entail 2 sessions of a 2-3 hour phone call and a formal requirements document (MAIN DELIVERABLE!!).? You should be able to inform me of :
- what my considerations should be in site requirements
- what my considerations should be in selecting a developer
- estimation of project timeline and budget
My definition of an expert:?
- Rating score of "Excellent"
- Completion of at least 2 Drupal community sites
- Completion of at least 1 Drupal version upgrade
- Working knowledge of Joomla! and/or DotNetNuke
- References (I WILL contact them to verify your skills)
- Implementation of the following Drupal modules ()
- Good communication skills
Obviously, the individual/team selected would be a good contender when we decide to bid the project.

Brief overview of our community:
We have a master associations that oversees a large geographic area.? There are currently 3 associations within the community (potentially more will be created).? Each association enjoys some degree of autonomy from the master community.
