I'd like you to teach me how I can do the below.
I am running a free web hosting site with a script called layeredpanel(<[url removed, login to view]>). I can insert header and footer Ads to the sites. I can change Ads from my admin control panel.
The problem is my site is Japanese based and there are 3 different character sets for Japanese.Shift_JIS and EUC-JP and Unicode. They usually use Shift_JIS (I'd say 70-80%) but some uses EUC-JP or Unicode.
My Ads encoding is depending on the browser encoding when I write and save the Ads on the admin cp and I use Shift_jis. But if my user uses other 2 charactersets (or other), the Ads part gets garbled.
What I want to do is, using some script, to show ads in the right charset. For example, I can prepare 3 sets of Ads html somewhere else which are encoded with each charset and if the script can read the encoding of the user's page and choose which HTML will be inserted, it would work. But It is my layman idea and I don't even know it is possible or not.
I'd like you to teach me how to do it or suggest some other ways to make the Ads work regardless of the encodings.
BTW - I know if I use only AdSense or these kinds of ads or banner ads then it would not matter but I want to put some text links(ads) too.
BTW2 - Adsense works with my hosting script as an Ad so that script(javascript?) should work.

(No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
As long as it works with most browsers, it is fine.(For example, some browsers might not support the script which will be used but if the majority of the browsers support it, it is OK)
