EBAY STORE AND AUCTION TEMPLATE DESIGN, AND ADD 1300+ LISTINGS TO THE STORE - repost

I need an ebay store setup, from store template, to listing template and listings uploaded. THE CHALLENGE IS THAT I CANNOT PROVIDE CSV FILE fFROM MY PARTNERS EBAY STORE SO YOU HAVE TO GET THE DATA BY USING YOUR OWN SOFTWARE TOOLS TO GET THIS ACCOMPLISHED. I HAVE BEEN TOLD IT IS DIFFICULT BUT NOT IMPOSSIBLE. I have someone else on freelancer that has been very close to completing this project since I first posted it but that person has not delivered. Continues to put my project on the back burner and I have to move forward at this point. I ALREADY HAVE THE IMAGE MADE OF WHAT I WANT THE TEMPLATE TO LOOK LIKE. SO YOU JUST HAVE TO DESIGN IT WITH YOUR SOFTWARE. I can give you my partners ebay store and any other details as soon I receive bids that are appealing to me. And I ideally prefer a phone call so that we both have a good understanding of what I want and if you can really get the job done. If you arent in the US we can simply email and chat on freelancer to discuss details. You won\'t get paid unless it looks and works just like the example site. I would like to pay half after you complete the store template and upload 10 items to my ebay store for approval. Then after you upload the remaining 1300 items I would pay the balance.
