We strongly recommend WordPress as backend system as it allow rich SEO plugins and admin would have facility to manage website pages, content, picture etc. We also propose SEO friendly and responsive website so that it work perfectly on all platforms and browsers. 1.) admin should be able to upload new png outlines on category folders. Answer - Yes, admin/you have facility to manage folder to upload/delete/edit png files. 2.) user can choose an outline organized on different categories Answer - User first have to register and once admin approve they have facility to browse categories. 3.) user can choose between different categories Answer - Yes. 4.) it should be easy for admin to create new category Answer - Yes. 5.) user can use different colors. and have a couple of brushes to choose from Answer - Noted. 6.) user also have eraser function with similar brushes to "color" function Answer - Noted. 7.) user has option to save or draw or email to another.
