Text syntax to html application needed

Description: We need an application built that will convert text to html using our conversion syntax which will be provided. The syntax is based on the Django Project syntax / PHP Smarty template syntax, however customized to our website. It will be used to allow people without HTML knowledge to produce content for our CMS. Along with your bid, please let us know what language you intend to write this application in and an expected turnaround time.
