Create a custom WordPress/Woo Commerce Order process

We are looking for a highly experienced web developer to create a new order process for our business. We are a web hosting provider and the customers will need to have the ability to customize the hardware and services used for their server.
Project Requirements -
- ability to add and remove products based on another selection on the page. if a clients would like windows then then cannot select cPanel
- look and feel similar using styling from current site. another example page - [login to view URL]
- features and design similar to hivelocity ([login to view URL])
- promotion codes
- allow ordering for monthly, quarter, yearly terms with discounts applied for longer term
- allow different base configurations from a URL string (&ram=24gb&controlpanel=cpanel&prmocode=50off)
- right order summary
- allow for a promotion to be only for the first month. For example - on the order summary page it would specify, only $10 due now but, the server is $30 a month after that.
- final order summary page with check out for CC and Pay Pal (I understand we will have to buy a license for this. Just let us know any license costs)
- on order page only allow pay pal check out for countries that are not the US (We get a lot of fraud on our current system because of this)
- google analytics integrations to end of process (conversion reporting)
