Volunteer website

I got a website that I need to have made for a client. This project does not have a high budget. It is a organisation that they are starting and they got some money to build this website, but not much. Here I will give you what they want and you can look at it and tell me what you can suggest. I would design it and send you the design i psd or illustrator, whatever suits you best. As you can see it has some different functions like registration for both volunteers and clients. Then it also have a search function. So read it and tell me what you think and what you can offer. The organisation receives the money later this summer som we need a deal that we pay you when the project is done and the client. The security part is very important on this site because it has sensitive information. Please give me some suggestions av tell me what you can offer and to what price.
