Hybrid App to Control IP Camera

Looking for a simple Hybrid app(make by HTML5, Javascript, Jquery, etc) that will display a video stream(RTSP protocol) from an IP camera on a smartphone display. and Pan-tilt Function, snap-shot / video store in camera roll, voice receive from IP camera. \r\n\r\n Requirements: \r\n - Must run on Android 4.1.x(Jelly bean) or later.\r\n - Must run on iOS 6.0 or later.\r\n - Will run on an Samsung Galaxy S5 / Note 4 / iPhone 6 screen.\r\n - Intro Page must be a Logging Page(IP address / ID / PW)\r\n - Single full screen app with the streaming result showing. I want streaming video, not a still image capture that refreshes every xxx ms. \r\n - Ideally, I will be using this in landscape mode(Responsive Screen like Responsive web), and it would be no necessary if it could revert between portrait or landscape when device is rotated. In landscape mode, nav buttons(pan-tilt function), snap shot button, video store button, voice revice/send control button are overlay on screen bottom side.(see attached file)\r\n\r\nOptionally, touch interface is used for nav function(ex> left->right swipe : camera turn to left). and Make I/O control function is relay control signal from Smart Phone.\r\n Preference will be given to the bidder who can deliver option function(touch interface) within the budget.\r\n - I assume I need an exit button (I want to be able to explicitly close the app and not have it always running in the bg). The exit button can go at the top right.\r\n\r\n What I will provide:\r\n - Other than details about my device, I will provide a URL to 2 different IPCams that you can test.\r\n (Ipcam Model : EasyN 137) \r\n - I will provide 2 IPCam URLs that you can test with.\r\n - I will provide Ipcamera CGI Manual\r\n - I will provide Ipcamera rtsp protocol info \r\n ? it will be sending to you by E-mail.\r\n\r\n\r\n My passing criteria:\r\n - Functioning app that works on my device(iPhone 6, Galaxy Note 4).\r\n - You will be required to pass me all source code for this app, and any rights to further develop it. My intent is not to build a product for sale. It is for personal reasons. \r\n - There should be no additional fees or licensing costs for any components of the app. but Option Function(Touch UI, I/O) is negotiate with extra charge.\r\n - The app should be written in HTML5/Java Script/Java Query as a project using the phonegap SDK or Intel XDK, so that it can be tested.\r\n - Project delivery timeframe negotiable, but generally must be delivered within 2 weeks of selection.
