Region Sex Dating App for Mobile Tablets and PC

Hello Bidders, I want to start this project with you, so the document is not really completed yet, but this will give you the idea what we are going to work and bid on. I want an phone app and i think it can only be done on Android, because adult is not allowed in IOS (if you know it is allowed please correct me and work on this with me later so this app can be cross platform). The app has no domain yet and no design so no icons, screenshots, name or any design at all. You are helping me to create this project together and share you professional idea with me. What i want i can only explain in simple language and not in a perfect project management plan. I am looking for an application for mobile, tablet and website so this APP must work on ALL devices. This app is for people who can find eachother in the region for a sex date it can be paid or free, because hookers must be able to promote them self as well and those profiles are paid. Please see the document for more information and if you think you can help me creating this app and setting it up then i will work with you. Please note this can be a long term project we are very aware of that so the bidding price must be a TOTAL project pirce without hidden costs or additional costs in the end.l We want an estimation as well on how long it will take and we will pay monthly by progress so we dont need to milestone the whole project price at first, because i am aware this project costs a lot of money and my shareholders dont want to pay in 1 time at once. so please lets arrange a monthly milestone.
