Promote App, I would like North American Downloads Only

Promote my new app for North Americans only. I need this done correctly. I do not want any international downloads as my app is only valid in Canada and the USA.

I would like someone with expertise in this area. I have some big Facebook and AdMob advertising campaigns starting soon.

Need an expert use the word lovely. And I will know you read this through. I will create $20.00 USD milestone and will not release any money until I see completion of a set number of downloads.
