Need payment restriction by pin code

This is for a small Magento store for Indian Customer based and looking for a new features with Cash On Delivery implementation (COD). We already have a COD module already running as the payment option But the following function need to be developed - Admin will be able to select Pincode as per seller attribute/value, which are serviceable in the area across India as per country selected - Also admin will be able to add serviceable pin/zip codes seller attribute/value. Pin codes in this list will be called serviceable and other non-serviceable. AS a result, user can type his pin code, and he can see the result like COd Avl, CArd Avl Acepted, or Cod not avl. or Card acpeted. If you buy today, the product will be ship with ......date and same this show the result in add cart page. if the user chosen one is COd non avl. and one product product Online payment avl. then it must give the alert in the check out page, remove any product for the repective paymen mode. So if the customer's shipping address pin code is serviceable, the customer will see the active radio button of COD on the checkout page. Though if the shipping address pin code entered by customer is non-serviceable, the COD radio button will be dead or inactive and the customer will see a message 'This mode is not available for your shipping address'. Desgin of the page, where pin code button to be show and result. Any alternate option related to this function are welcome Wish to run this function with a OneStep check out option module
